Jim Stevenson
Executive Director, Military Education Institute and Government Programs
Military Experience: 32 years (U.S. Navy)
Jim had a distinguished 32-year career in the United States Navy, retiring at the rank of Rear Admiral in 2008. His final assignment was as the Commander of the U.S. Naval Forces Southern Command. His naval career included: overseas assignments in the Middle East, Far East and Europe, tours in Washington, D.C. on the Joint Staff and staff of the Chief of Naval Operations, five commands, and significant Navy and Joint assignments within each of the Geographic Commands – Northern, European, Central, Pacific and Southern. Jim has a Bachelor of Arts Degree in Political Science from Tulane University and a Master of Science Degree in Information Systems from the Naval Postgraduate School.
Jim came to the College in January 2009 and serves as the MEI’s Executive Director. He provides administrative oversight for all military and federal government contract and grant programs managed by the MEI. He also is the academic administrator for college credit programs specifically developed for service members which are offered locally at Naval Air Station Jacksonville and Naval Station Mayport.
Herbert Babin
Dean, Military and Government Operations
Military Experience: 23 years (U.S. Navy)
Mr. Babin served in the U.S. Navy as an Aviation Electronics Senior Chief and completed training for certification in Leadership Instruction (NSC 9518) and Instructor Training (NEC 9502). He is also CPR and Wilderness First Aid qualified. He earned a dual master's degree from Webster University in Management and Human Resource Development and is currently pursuing a master’s degree in Humanities.
Currently, Mr. Babin oversees all of the Military Education Institute’s Contract Training programs including Force Protection/Anti-Terrorism, Culinary, Hazardous Materials, First Responder, and Shipboard Barber training. He is responsible for MEI’s contract operations at both NTC Great Lakes and NATTC Pensacola including personnel management, union negotiations, and other operational support.
Fred S. Culvyhouse II
Director Administrative Services
Military Experience: 31 Years (U.S. Navy)
Fred (Culvy) served in the Navy for 31 years, enlisting in 1969 as an Airman Recruit and retiring as a Supply Corps Captain in 2000. His final assignment was as Officer in Charge of the Atlantic Fleet Submarine Support Center at Kings Bay Submarine Base. His Naval Career included: assignment as Plans and Policies Officer for the Supply Corps, Chief of Naval Personnel, Deputy Inspector General Navy Supply Systems Command, Executive Officer Navy Supply Corps School, Fleet Industrial Support Activity Jacksonville, Naval Air Force Pacific Fleet, NAS Jacksonville and NAS Memphis. Culvy also served aboard five Navy Combatant Ships during his career.
Culvy came to the College in 2003 from private industry. He serves as MEI’s Director of Administrative Services responsible for resource management, financial matters, purchasing, intercampus communications and legal matters. He has a bachelor’s degree from the University of North Florida, a Masters in Financial Management from the University of Arkansas and he is a graduate of Duke University’s Fuqua Graduate School’s Executive Training Program.
Susanne Brock
Director of Contract Operations, Military Education Institute and Government Programs
Military Experience: 20 years (U.S. Navy spouse)
Susanne is currently pursuing a master’s degree in administration with a major in Acquisition and Contract Administration from the University of West Florida. She earned her Bachelor in Science in Interdisciplinary Social Science degree in December 2006. Susanne also has an Associate in Arts degree from Florida Community College.
Susanne has been with Florida Community College since January 2003 and now serves as the Director of Contract Operations for all MEI contracts and grants. She provides administrative management for all general contract functions related to contracts and grants. Susanne leads the development of proposals and management plans for RFPs for contractual opportunities for both credit and non credit training and coordinates finances of contracts and grants from negotiation through planning, execution, billing, and reporting.
Cindy Alderson
Director, Military Education and Government Instructional Programs
Military Experience: 32 years (U.S. Navy)
Cindy began her career in the U.S. Navy as an Aviation Electronics Technician, promoted to Senior Chief and retired as an Avionics, Limited Duty Officer, Commander. During her enlisted career she completed Instructor Training (NEC 9502) and received designation as a Master Training Specialist. As a Naval Officer she was assigned to aircraft maintenance billets ashore and at sea, was the Officer in Charge of an Aviation Maintenance Training Detachment, served on the Naval Aviation Maintenance Training Headquarters Staff, and was one of the original Naval Personnel Development Command (NPDC) staff members, serving as the Training Integration Officer during the Navy’s Training Revolution. She graduated Summa Cum Laude from Embry Riddle Aeronautical University with a Bachelor’s degree in Professional Aeronautics.
As the Director of Military and Government Instructional Program oversees the planning and execution of new instructional program development is currently involved in Mobilizing Educational Technology to Support Combat Deployment contract.
Patrice E. Phillips
Administrative Assistant II, Military Education and Government Programs
Having joined the College in July 2006, Patrice has over 12 years experience in office management. She is currently pursuing her Associates Degree at Florida Community College and intends to enter the College’s Bachelor’s of Applied Science Supervision and Management program. Patrice provides administrative support to the MEI’s Administration team and assists in contract administration and departmental human resources.

Rick Higingbotham
Program Manager, Force Protection Program, Military Education Institute, Florida Security Institute and Institute of Occupational Safety and Health
Military Experience: 30 years (25 U.S Navy - 5 U.S. Marines Corps)
Rick is a graduate of the Navy Senior Enlisted Academy and Emergency Response Team/Military Police Academy located at Lackland Air Force Base, San Antonio, Texas. He served five years in the Marine Corps as an infantryman and is a ground combat veteran of the Vietnam War. He also served in the Persian Gulf War in the Navy. As a Naval Air crewman in fixed and rotary winged aircraft, Rick was stationed in various locations around the world. His last two tours in the Navy were as Command Master Chief of Helicopter Anti-Submarine Squadron Three and Naval Air Station Cecil Field, Florida. In his rotary wing tours he was a Master Aerial Gunner.
Rick has a master's degree in Industrial Security from Webster University. He has a Bachelor of Science degree in Management from Southern Illinois University and has been with Florida Community College since 2001. Rick is currently the Training Program Manager for Navy Force Protection, the Florida Security Institute, the Institute of Occupational Safety and Health and Hazardous Materials Emergency Response (HAZWOPER). He is also certified by the Department of Homeland Security as an instructor and instructor trainer for the delivery of awareness and operational level anti-terrorism and WMD recognition and response protocols.
Bryan Stewart
Program Manager, Military Education and Government Programs
Military Experience: 24 years (U.S. Navy)
Mr. Stewart served in the U.S. Navy as an Operations Specialist Senior Chief and completed training for certification as a Master Training Specialist, Leadership Instruction Facilitator (NEC 9518) and Basic Navy Instructor (NEC 9502). He earned a bachelor’s degree from Southern Illinois University in Workforce Education Development with a specialization in Instructional Training and Development.
Currently, Mr. Stewart is the Program Manager for Florida Community College at Jacksonville's Navy contracts at NTC Great Lakes and NATTC Pensacola.
John "J.T." Revenaugh
Instructional Program Coordinator, Safety Coordinator, Navy Homeport Training
Military Experience: 23 years (U.S. Navy)
Mr. Revenaugh was a naval aviator flying A4 and A7 aircraft and a Jet Flight Instructor (Aircraft Carrier Landing and Instrument Flight). He retired as a Commander after completing his last tour as Executive Officer at the Naval Submarine Base in Kings Bay, Georgia.
Mr. Revenaugh earned a bachelor's degree in Microbiology from Miami University and has 12 years of experience in higher education with Florida Community College at Jacksonville military programs. Currently, Mr. Revenaugh serves as Navy Homeport Training Safety Officer.
Ed Clancy
Instructional Program Coordinator, Military Education Institute, Florida Security Institute, and Institute of Occupational Safety & Health
Military Experience: 30 years (U.S. Coast Guard)
During his 11 years of enlisted service in the Quartermaster (navigation) rating, Ed served on five vessels, completed one short staff assignment, advanced to Chief Petty Officer and performed as an underway Deck Watch Officer, Leading Petty Officer, Assistant Navigator, Division Officer, and Rescue Coordination Center Controller.
After receiving a commission as a Warrant Officer in the Boatswain (seamanship) specialty, Ed sailed aboard four additional vessels, finished three tours as Shipyard Docking Pilot, concluded one short staff training assignment, progressed to senior Chief Warrant Officer, officiated as an underway Deck Watch Officer, and served as a Department Head, Docking Pilot, Command Duty Officer, Training Officer, Educational Services Officer, and Chief, Security Police Department at the U.S. Coast Guard’s only shipyard. He maintains a current Merchant Marine Officer’s license as Master, of steam or motor vessels of not more than 1600 gross oceans; Master of steam or motor vessels of any gross tons upon inland waters; and Second Mate of steam or motor vessels of any gross tons upon oceans.
Ed earned a Masters of Arts degree in Twentieth Century U.S. Diplomatic and Political History from Salisbury University and a Bachelor of Arts degree in U.S. History from the University of Maryland. He started at Florida Community College in October, 2003 as Project Coordinator for the Military Education Institute.
David Young
Senior Specialist, Military Education Institute
Military Experience: 24 years (U.S. Navy)
Dave served the US Navy as Security Chief, Operations Division Officer, Command Duty Officer, Underway Officer of the Deck, Command Educational Services Officer, Command Safety Officer, Command Senior Enlisted Advisor, National Billet Detailer, Master Training Specialist, Navy Course Supervisor and Student Control Officer.
Dave earned an associate's degree in Computer Engineering and Computer Science from the University of Michigan. He started at Florida Community College in July, 2002 and currently coordinates the operations and administration of Military and Civilian Contract Training programs.
Calvin Leavell
Senior Specialist, Navy Homeport Training
Military Experience: 24 years (U.S. Navy)
Calvin served the U.S. Navy as Command Senior Chief, Administrative Department Head, Command Career Counselor, Educational Services Officer and Command Security Assistant aboard numerous vessels including a nuclear submarine, fleet oiler, battleship, fleet tug, amphibious assault carrier and a guided missile cruiser.
Calvin came to Florida Community College in April, 2003. He currently provides administrative duties for the Navy contracts in Great Lakes and Pensacola, coordinates travel, and assists with the administration of Navy Homeport Training programs.
Alicia Wiggins-Jones
Administrative Assistant, Navy Homeport Training & Florida Security Institute
Alicia has been with the Florida Community College at Jacksonville since October 2004 and brings 6 years of office experience with her. She performs student control which includes enrollment, registration and tuition application. She assists in the process of instructor payroll and travel coordination. She also assists with the administration of the Navy Homeport Training program and the Florida Security Institute.
Alicia is currently pursuing her Associates Degree in Business Administration at Florida Community College.
Ted Nelson
Lead Instructor, Ship’s Reaction Force – Basic; Primary Range Safety Officer, MEI
Military Experience: 24 years (U.S. Navy)
Ted served the U.S. Navy as Chief Gunner’s Mate in a variety of roles including three years instructing 5”/54 Gun Mount ‘C’ school, three years as course curriculum model manager of the Vertical Launch Missile system ‘C’ school, CPOIC of Stinger Missile detachments for COMIDEASTFOR during the first Gulf War and LCPO of DESRON Eight’s Combat Systems Dept.
Ted is a U.S. Navy and Florida state certified small arms instructor and is also certified to instruct expandable baton, OC pepper spray, TASER, and Florida “G” licensed armed security guards.
He has instructed for the College since June 2002.
Pamela Scherer
Project Coordinator, Private Security Officer Program, MEI and FSI
Military Experience: 22 years (U.S. Navy)
Pamela attended a Physical Security and Law Enforcement Academy located at Lackland Air Force Base, San Antonio, Texas. Her career included a 3-year tour of duty in Sigonella , Sicily as a Military Law Enforcement Patrolman and Supervisor, and 3-years as a Recruit Company Commander Orlando, Florida. Pamela's last tour of duty was as an instructor at Naval Air Station Jacksonville, Florida.
Pamela will earn her Bachelor of Science degree in Business Management in the Spring of 2006. She has been with FCCJ since 2002, and is a lead instructor for various courses. She is also a certified instructor for Small Arms (FDLE), Baton, OC Pepper Spray, Taser , Unarmed Security Guard, and other certifications.
Elliot (Pancho) Torres
Military Vocation Training Specialist, MEI and FSI
Military Experience: 23 years (U.S. Navy)
Elliot served the U.S. Navy as Chief Gunners Mate in Naval Special Warfare Coastal/ Riverine as a bilingual instructor, and as a weapons and Master Training specialist. He deployed several years in Central America, South America and the Caribbean basin and provided maintenance and tactics training to host nations.
Elliot is a federally certified Weapons of Mass Destruction and Bombing Incident Awareness Level Instructor and earned a Bachelors Degree in Criminal Justice from Florida Metropolitan University after his separation from the U.S. Navy.
He has been with the College since January 2002, and is currently a Security Specialist Instructor in Navy Force Protection Programs.
Cesar I. Alzola
Site Manager/Supervisor, High-Risk Force Protection,
Anti-Terrorism and Physical Security Programs.
Military Experience: 21 years (U.S. Navy)
Cesar is a U.S. Navy Certified Instructor in Small Arms Marksmanship, U.S. Navy Law Enforcement Specialist and Non-Lethal Weapons. Additionally, he is a State Certified Instructor for Fire Arms and Security Officer (Armed/Unarmed), as well as an Instructor for Facilities Security Officer, Vessel Security Officer and Company Security Officer in Maritime Security.
He served the U.S. Navy as a Military Apprehensions officer and Armed Forces Police officer in San Diego, California, and Military Police Instructor/Training Coordinator with the Marine Cadre in Cecil Field, Florida. Cesar’s last tour of duty was as Security Director of Migrant Operations in Guantanamo Bay, Cuba.
He has been with the College since January 2002 and has been a Lead Instructor in all Law Enforcement and Force Protection programs. He holds an Associate degree in Criminal Justice and will be working on his Bachelor in the summer of 2009.
Tobin Guy
Military Vocational Training Specialist, Military Education Institute
Military Experience: 10 years (U.S. Air Force)
Tobin served as a Combat Arms Training and Maintenance Specialist and Military Police for the U.S. Air Force for ten years. Tobin is a certified Air Force Instructor, and has trained military personnel while assigned to Vandenberg Air Force Base California, Ramstein Germany, and Lackland Air Force Base Texas.
In 2009, Tobin earned his Master’s Degree in Business Management from the University of Phoenix. He has been with FCCJ since 2002 as an instructor for Navy Force Protection Programs.

NTC Great Lakes, Illinois
Dillard Rogers
Associate Dean, Engineering Schools, Combat Systems Schools and Combined Test Centers,
Military Contract Instructor Program, Great Lakes, IL
Military Experience: 23 yrs. (U.S. Navy)
Dillard served in the U.S. Navy in both Submarines and Surface Ships as an Electricians Mate and later as a Gas Turbine Systems Technician Master Chief. He served as Officer in Charge of a Mobile Training Team Group and was instrumental in establishing the Gas Turbine Hot Plant Training Facility at Great Lakes, IL. He taught and managed the U.S. Navy Instructor Training and Curriculum Design Programs. Dillard earned a bachelor’s Degree in Education from Southern Illinois University and has 16 Hrs toward a Masters Degree in Human Resource Development from Northeastern Illinois University.
Currently Dillard is the Assistant to the Contract Training Manager for the Contract Instructor Training Program, Great Lakes, IL overseeing the efforts of 109 staff instructors who teach Basic and Advanced Electronics, Propulsion Diesel Engine Maintenance, Automated Propulsion and Ship Control Systems, Ships Navigation Systems, Gun and Missile Systems and Television Studio Production and Television Studio Equipment maintenance.
Jeff Knuth
Dean, Military Training Contract, Great Lakes, IL
Military Experience: 24 years. (U.S. Navy)
During his 11 years of enlisted service as a Machinist Mate, Jeff served on a Submarine Tender, Fast Attack Submarine, Deep Submergence Rescue Vehicle, and as an Instructor at Submarine Training Facility, San Diego. He advanced to Chief Petty Officer, qualified in Submarines, Navy SCUBA Diver, Master Training Specialist and Chief of the Watch.
After receiving his commission through OCS, he served as the Supply Officer on two Fast Attack Submarines, Operations & Training Officer at REDCOM Midwest, OIC of the Naval Reserve Accession Course at RTC Great Lakes, and his final tour as Commanding Officer of Naval & Marine Corps Reserve Center, Green Bay, WI. Following retirement, he worked as the Training Supervisor for Wisconsin Public Service, a utility company in Northern Wisconsin.
Jeff earned his M.S. Workforce Education and Development and a B.S. Education, Training & Development from Southern Illinois University – Carbondale. He started at FCCJ in January, 2009 as the Dean, Military Training Contract in Great Lakes, IL.

NATTC Pensacola, Florida
Paul Chason
Associate Dean, Alternate Contract Training Manager, Pensacola, FL
Military Experience: 23 years (U.S. Navy)
Paul served over 23 years in the Navy, retiring in January 1999, as a Senior Chief Cryptologic Technician Maintenance (CTM). His assignments included: CTM Manpower Analyst at Naval Security Group Command for four years, Casualty Reporting (CASREP) Coordinator (two years) for 44 worldwide activities, Assistant Electronics Maintenance Officer, Maintenance Department Chief, Leading Petty Officer and Wideband Systems Maintenance Technician at various commands. Paul has 7 years experience in contracted military training as an instructor and Associate Dean.
Currently, Paul is the Associate Dean for the military training contract aboard Naval Aviation Technical Training Center (NATTC) Pensacola, Florida.

Amaya Davis
Director of Program Development, Military Education and Government Programs
Military Experience: 7 years (U.S. Navy)
Amaya served in the Navy, as an aircraft structural mechanic, on F-14s, F/A-18s and P-3s. After honorably discharged, Amaya worked for Embry-Riddle Aeronautical University at NAS Rota, where she worked with Navy, Army and Air Force students as an Academic Advisor. She then relocated in 2004 to Jacksonville and worked at the Southeast Regional from faculty training to accreditation standards. She started working at FCCJ December 2006, managing base programs, curriculum development, and the Navy ROTC program, along with military academic affairs.
Amaya obtained her BS from Embry-Riddle in 2003, and a Master Aeronautical Science in June 2006. She is currently pursuing a Ph.D. in Business Administration through Northcentral University.
Marcia Gross
Program Coordinator, Military Education and Government Programs
Marcia joined MEI in January of 2005 and is currently serving as Program Coordinator. Her duties include program management of the Environmental Science degree, faculty recruiting, credentialing and evaluation for base instructors, articulation agreements and other new military education projects. With more than 20 years of academic experience at the college level, she has expertise with academic procedures and accreditation. She received a Bachelor of Science degree in Liberal Studies and a Master of Arts in Teaching English from Jacksonville University.
Ray Wikstrom
Program Coordinator, Accelerate to Excellence Military Education and Government Programs
Military Experience: 31 years (U.S. Navy)
Ray is a retired naval aviator who flew Navy helicopters in both the Pacific and Atlantic fleets aboard frigates, destroyers, amphibious assault ships and aircraft carriers. He flew helicopter gunships in Vietnam and served aboard an amphibious assault ship during the first Gulf War.
Since June 2006, Ray has served as Project Coordinator over the Army’s Centralized Tuition Assistance Management (CTAM) program and as Program Coordinator for the Navy’s Accelerate to Excellence program, Ray also manages the MEI’s Industrial Management Technology degree program; all CD-based courses taken by military members at home, forward deployed or aboard Navy ships; and is the MEI representative to the Wounded Warriors Project.
Chalah Harris-Jones
Project Coordinator, Transcript Evaluation, Military Education and Government Programs
Chalah has been with the College since November, 2002. She is the point of contact for military programs such as SOC and NCPDLP. In addition, she evaluates military and corporate transcripts and advises students on submitting their transcript and the evaluation. Chalah also manages the Industrial Management Technology – Electronic Engineering Degree. Chalah has a bachelor's degree from the University of North Florida and is currently pursuing her master’s. She came to Florida Community College at Jacksonville after working in the Duval County School system for five years.
Chris Johnson
Technical Assistant
Military Experience: 20 years (U.S. Army)
Chris served in the US Army as Sergeant First Class, Southern Recruiting Command (USAREC), Orange Park Recruiting Station and Neptune Beach, Station Commander, numerous Overseas Deployments, as well as CONUS and OCONUS permanent duty stations.
Chris came to Florida Community College in February, 2005. He’s currently responsible for BRAC student advising from Maine, and student enrollment and retention for EVR and IMT program. He is also responsible for SOC upkeep for FCCJ and providing SOC agreements for all military members and their dependents. Chris received his A.A. degree from Florida Community College December 2007 and will receive a B.S. from Capella University in Fall 2009.
John Hill
Advisor II, Military Education and Government Programs
Military Experience: 32 years (Army National Guard)
John retired from the Florida Army National Guard as a Sergeant Major after 32 years of service. He earned a Bachelors degree in History from the University of Florida before enlisting. He served respectively as a Unit Administrator, Military Personnel Specialist and finally as the as the Guidance Counselor for civilian education from 1998 to 2006. He currently provides one on one advising to military students, administrative support to Army students using the Centralized Tuition Assistance Management program, day to day management and support for students enrolled in the Industrial Management Technology Program and administrative support to the Navy Accelerate to Excellence Program.
Karen Johns
Administrative Assistant II, Military Education and Government Programs
Prior to coming to Florida Community College at Jacksonville, Karen spent 15 years in customer service and worked for Baptist and St. Vincent's healthcare systems. Karen started at the College in September 2002 as an assistant to the Project Coordinator who manages the Continuing Education and Special Projects department. Karen currently supports the MEI on base programs and the Environmental Science and Industrial Management Technology Programs.
Fran McKeithan
Administrative Assistant II, Military Education and Government Programs
Military Experience: 21 Years (Military Spouse)
Ms. McKeithan spent 21 years in Virginia working for the Naval Surface Weapons Lab and in the real estate industry.
After moving to Florida in 1993 Ms. McKeithan worked in the loan and mortgage arena at a national banking institution. She retired in 2004 and after 2 years of retirement, came to work at FCCJ. She currently supports the MEI Program Management area.
Wesley P. Scruggs
MEI Technical Assistance, Military Educational Institute Accelerate to Excellence Program
Military Experience: 20 years (U.S. Navy)
Wes is a retired Navy Counselor who served in both the Pacific and Atlantic fleets assigned to several aviation squadrons, amphibious assault ships and aircraft carriers. He also completed a special duty assignment with Navy Recruiting Command (NRD Miami, FL) as a Navy Recruiter.
After retiring, Wes was hired to manage the Mayport Beach Club for the Morale, Welfare and Recreation Services department at Naval Station Mayport for 3 years. He later served for 9 years as a Program Manager for the city of Jacksonville to manage four separate city programs in the Community Service department.
Since April 2008, Wes has been assigned as the MEI Technical Assistant for the Accelerate to Excellence Program (A2E) in which FCCJ is the sole source manager to support the Navy Recruiting Command and the Navy Education and Training Command in their dual efforts to provide Sailors with college level courses for Delayed Entry Recruits nationwide.

Jeff Schneider
Enrollment Services Coordinator, NS Mayport
Military Experience: 20 years (U.S. Coast Guard)
Jeff retired with over 20 years of service in the US Coast Guard. His last assignment was as Training and Readiness Officer for Naval Surface Group Two. Jeff has extensive law enforcement experience with Law Enforcement Detachment One, the Coast Guard Caribbean Squadron, and Coast Guard Squadron 42. He was also an Educational Services Officer early in his career.
Jeff earned a master's degree in Public Administration from the University of North Florida, a Diploma from the Naval War College in National Security Affairs, and a bachelor's degree in Mathematical Science. He started at Florida Community College as the Project Coordinator for Coast Guard Programs for MEI in March, 2004. He currently is the Enrollment Services Coordinator managing the college credit programs at NS Mayport.
Nicola Pierce

Military Experience: 24 years (U.S. Navy)
Nikki retired from the US Navy as a Chief Warrant Officer with 24 years of service. After retiring she completed her Bachelor of Science degree in Workforce Education and Development from Southern Illinois University.
She joined Florida Community College in September 2007 to provide program support at the Military Education Institute on the Environmental Science Program. She is currently the Enrollment Services Coordinator managing the college credit programs at NAS Jacksonville.
Roma Keesecker
Advisor II, NAS Jacksonville
Military Experience: 20 years (U.S. Navy)
Roma joined the MEI in 2008 as a 20 year Navy veteran with expertise in counseling military personnel on career development, transition services and educational benefits. She currently provides support for the College’s on base credit programs at NAS Jacksonville.
Roma is currently pursuing her Associate’s Degree and further continue to a Bachelor’s of Arts in Workforce Education and Training.
